When a lobbyist has provided text for a bill, that fact should be disclosed in the title of the bill together with the identity of the client(s) on whose behalf the lobbyist provided the text. Example: Air Quality Improvement Act, text provided by Mr. Lobbyist, under contract to Coal Industry Association.
Why is this important?
Many laws are written in whole or in part by lobbyists for the express benefit of their clients, often with misleading titles that suggest a purpose other than the bill's true end. When this happens, legislators, their constituents and the press should be made aware of the legislation's true author and presumed beneficiary.
