"My husband, Joe Morgan, who is an Investigator with the Nevada Taxicab Authority, exposed corruption within the agency. The chief Investigator, Ruben Aquino, failed to disconnect a call with my husband on his cell phone. The conversation that took place between Aquino and Investigator Chris Rivers exposed corruption within the agency. Chief Aquino and Investigator Rivers discussed how the cab companies run the Taxicab Authority and how investigators can’t be heavy handed because the cab companies can’t get employees and they won’t be able to make money. You read correctly, the head law enforcement officer for the police agency that regulates the cab industry was caught discussing with another investigator that the cab companies run the police agency.
Joe Morgan exposed this corruption and now he is being charged by the Attorney General’s Office, under the office of Catherine Cortez Masto. The Senior Deputy Attorney General, Jamie J. Resch, is prosecuting Joe Morgan for interception of a wire communication and surreptitious intrusion of privacy by listening device. Even though the conversation took place with cell phones, the Attorney General is arguing that this is wire communication. Their argument is since wires run to a cell tower; then a cell phone is wired communication. So according to the Attorney General’s Office logic, since wires run to a wireless router it is not wireless it is actually wired. Additionally the charge of surreptitious intrusion of privacy by listening device is used for “bugs,” devices placed in a specific location that listens to a private conversation. Again, according to the Attorney General’s Office, if someone has ever “butt dialed” or “pocket dialed” you and you listened to the conversation; you are guilty of a felony punishable by at least a year in prison. The Attorney General’s Office is using its power and unlimited tax payers’ dollars to make up bogus charges to come after and silence Joe Morgan.
Joe Morgan has always enjoyed helping people. While still in high school he was a volunteer fireman and certified EMT. He is a disabled Military Veteran who served in Operation Iraqi Freedom. He wanted to continue helping people and became a police officer. Joe Morgan is a father and sole provider of 4 children with his 5th due in July. He teaches and encourages his kids to do the right things. He should not be charged criminally for exposing corruption within an agency that is rotten to the core. At this point he stands to lose his veteran’s benefits he worked so hard to earn. There was a complaint filed against the Chief Aquino, and the Attorney General’s Office conveniently lost the complaint. Instead of Chief Aquino and Investigator Rivers being punished for discussing confidential information about an internal investigation; they came after my husband.
Please tell the Attorney General’s Office to stop wasting tax payers’ dollars prosecuting a man who exposed corruption and fix the issues plaguing the Taxicab Authority. We need to stand up and show the Attorney General’s Office that we as Americans are sick and tired of government corruption. Let’s show we will not idly sit by and let the government whether state or federal squash hard working honest Americans into the ground when they speak up against government corruption. Please support Joe Morgan, who stood up against big government and tell the Attorney General’s Office we have had enough! Please sign this petition and stand for liberty."
- Thank you,
Teresa Morgan

The Nevada Taxicab Authority’s officers could do a better job enforcing laws regulating the taxi industry if only they were allowed to do so, according to two authority investigators.
