Test students when they enter and exit a school year and if they have made a year's growth everyone has done their job. Teachers, parents, and students should be rewarded if the students make a year's growth: students promoted to the next grade, parents given a tax break and teachers paid by students that make a year or more growth.
Why is this important?
This reform will encourage everyone (students, parents, and teachers) in the educational process to meet their potential and reward those who are doing their job. We need to reward those who are working hard to achieve a year or more growth.
