Elections for the electors

Whereas the election of representative is the sole concern of the represented, no person (individual or corporate) may contribute in cash or in kind to a political campaign unless they are resident within the election district.

Why is this important?

In the average state election, less than 20% of campaign contributions come from within the election district. What honest purpose could companies and individuals have when giving money to influence who will represent you but not them?
