emergency response for animals in need

Animals should be treated as humans in negligent situations. Emergency response shouldn't be limited to humans.

Why is this important?

I was driving down the road when I spotted a woman walking a severely emaciated dog. The dog could hardly walk and she continued to pull the leash and force it to walk even though it seemed to be in pain. I called 911 and they transferred me to animal control. Animal control told me to file a complaint online. This dog will most likely never be seen again and will probably die of starvation. We need to have some sort of emergency response for these animals. Whether it be a local police department or more accountablily from animal control, something needs to change. If it were a starving child, they would not have been forgotten on the side of the road.
