Enact a Firearm Owner's Responsibility Act

We need to hold every gun owner accountable for the guns that they acquire. The key to doing this is:

1. Universal registration - no exceptions.
2. Requiring that every registered owner keep and maintain their weapons in a secure manner.
3. When a weapon is used in a crime, holding its registered owner criminally and civilly responsible for all injury and death that their weapons cause.
4. Requiring use of microstamping techology in all newly-manufactured firearms where it is practical.

To stop the tragic loss of life, Congress must enact, and the President must sign legislation to this effect. If it is true that people, not guns, kill people, then we must hold people who acquire deadly weapons responsible for their disposition and use.

Why is this important?

The biggest problem with gun violence in the US is not spree killings by deranged individuals, as tragic as those have been in recent years. It is the vast torrent of weapons flowing from straw buyers and other unregulated sources into the hands of criminals. In fact, this creates the very problem that gun rights activists claim that firearm ownership will solve!
