End 60% Rule in Senate

Whereas cloture and filibuster are active methods of debate strategy. Therefore do not require a cloture-proof majority before a bill is taken up.

Why is this important?

Part of the stalemate in congress, the Senate in this case, arises because we have a rule that we need 60% support before we even take up a bill. That is a ludicras requirement. It affects discussion of bills and limits compromises.
