Voters should select representatives, not the other way around.
Establish non-partisan commissions in every state to create rational voting districts that favor neither party. Voters selected from the voting rolls should comprise at least 35% of the commissions. Selection should have the same force as jury duty and should be appropriately compensated.
Why is this important?
Gerrymandering creates too many "safe" seats in both parties.
Gerrymandering is one of the causes of legislative gridlock.
More democracy is better.
