A glance at the congressional district map of Pennsylvania is telling. The districts over time have been manipulated to favor certain ideologies which don't necessarily reflect the will of the people. Rather than rely on an obviously partisan organization (legislature) to make the map, create a nonpartisan commission to control congressional redistricting, like such states as New Jersey, California, and Idaho.
Why is this important?
As a resident of the 7th Pennsylvania Congressional District, I am more than a little embarassed by the bizarre inexplicable shape of the district. Obviously, something's afoot.
