Congress should not be allowed to adjourn when any budget issues are on the table. Congress should have to address all budget issues before adjourning, and thus avoiding funding issues and Government Shutdowns.
Why is this important?
I don't think it's fair to use the citizens of the United States as hostages in budget negotiations. I think if Congress couldn't adjourn until they reached an agreement, it would certainly speed up the negotiation process. Congress should be constitutionally mandated to reach agreement on all budget issues without adjourning. This would lessen or prevent any future Government Shutdowns.
