No individual senator shall be allowed to filibuster the Senate. In order to filibuster a bill of petition with the signatures of 45 senators must be sent to the President of the Senate. The proposal must then be debated on the floor 24 hours a day until cloture is invoked.
Why is this important?
The Senate filibuster has become a tactic of tyranny by the minority. Our system is rule by majority. The Senate rules should be changed to prevent the use of the filibuster to frustrate the will of the majority.
