End the practice of ranking Congressional members by Seniority

Within our Congress there is a convoluted and and unfair hierarchy based upon length of service. This system entrenches politicians in positions of power because they have been elected repeatedly. The voters are in effect punished for electing new faces and fresh voices because the new person they elected will surely wield less power than the incumbent thus muffling their voices in the halls of congress. We MUST end the ranking of congressional members in this way, every voice should be equal.

Why is this important?

Why is there so little change in Washington? How do politicians get so entrenched in their offices? Seniority plays a large part. Senior members of congress hold unbalanced power over those that are supposed to be their equals in congress. To reward voters for voting for the same politicians over and over again with an increased presence in congress is counter to the ideal of equality.
