Any law that Congress passes should effect Members of Congress to the extent the law effects the general public. Congress should not be able to insulate itself from the effects of the laws it passes. Further, Congress should not be able to pass laws to lessen the impact of a law on Members.

Why is this important?

Congress should not be able to insulate itself from the effects of the laws it passes, nor be able to pass other laws to lessen the negative impact of a law on its members.
