Establish "First Amendment Zones" for Presidential Candidates in all Media Hosted Republican and ...
Congress needs to mandate that the Republican and Democratic Parties, to include all Media Coverage and Hosting, respect and recognize all 2012 and subsequent Presidential Debates as "Free Speech Zones" AKA "First Amendment Zones" for Presidential Candidates and establish T.P.M. restrictions for said "Free Speech Zones" AKA " First Amendment Zones" as defined by the First Amendment of the United States Constitution.
This is to ensure equal media coverage and debate involvement through equal questioning and equal response times to questions in all Republican and Democratic Party Presidential Debates and Forums for participating Presidential Candidates.
"Free Speech Zones" AKA " First Amendment Zones" are areas set aside in public places for citizens of the United States engaged in political activisim to exercise thier Right of Free Speech.
The existance of "Free Speech Zones" AKA " First Amendment Zones" is based on court decisions that stipulate the Government may regulate the Time, Place and Manner of Free Speech (T.P.M.) but not the content of the expression.
T.P.M. restricitons are only lawful when:
~ Treat all speech equally. Persons on all sides must be treated the same.
~ They are justified by a substantial bonified public interest.
~ They do not substantively impede or dilute the speech at hand.
~ There is no overt or ulterior motive by the authorities imposing a T.P.M. restriction to supress speech in general or speech they disagree with in particular.
It is the right of the Citizens of the United States of America to have the opportunity to experience the true options and opinions of the Presidential Candidates in an honest and open venue of equal debate and discussion.
It is a violation of Civil Rights for both American Citizens and the Presidential Candidates to be subjected to the ulterior motives of political parties and biased media during Presidential Debates and Forums.

Protect the Presidential Candidates and American Citizens Civil Rights to Equal and Un Biased Media Coverage and Involvement during Presidential Debates and Forums by employing the Freedom of Speech protected by "First Amendment Zones" and a Government Regulated T.P.M. for all Media Hosted Presidential Debates and Forums, as defined herein, and as T.P.M. regulations for "Free Speech Zones" AKA "First Amendment Zones" are described by the First Amendment of the Constitution of the United States of America.
