Fair Payment for Representation
1) The citizens of each state shall pay for the salaries, expenses and benefits of Congressional members elected to represent them. 2) No revenue from a state shall be used to pay for the salary, expenses and benefits of a member of Congress from another state. 3) The citizens of each state, whom its Congressional members are to represent, shall determine the compensation package, i.e., salary, benefits, etc., that each of their Congressional representatives are to receive. 4) Any adjustments, e.g., raises, etc., are to be determined by the citizens whom a member of Congress "represents".
Why is this important?
Make the citizens of each state responsible for the salaries and benefits of their representatives to Congress. It is grossly unfair for citizens in the more populous and relatively wealthier states to be paying for the salaries of representatives of states with relatively low populations and wealth, especially when these representatives vote against the interests of those in the more populous/wealthier states, e.g., Hurricane Sandy relief.
