FCC ignores loud TV commercial Act passed by congress in 2010

have the FCC enforce the [CALM] Act as Congress originally intended.

Why is this important?

FCC has had since 2010 to enact the "Commercial Advertisement Loudness Mitigation [ CALM ] Act . Passed by congress December 15, 2010 it directs the FCC to establish rules that prevent commercials from being broadcast at a louder volume than the program they follow.I have yet to see this Act abided with.
