Filibuster Limits

Each party should have three filibusters available for each term of congress! And all other legislation should be bought up for an up or down vote! Any other tactics used to circumvent this legislation will be met with censorship! Congress' purpose is to work for the masses, solve problems, not to score points through silly gamesmanship
