Richard Charles Shute aka Smiley in no way, shape, or form committed any felon acts against any individuals. He is kind hearted, thoughtful, and honest. He would never lie to anybody about anything because it makes him feel bad. So, its not right that the law enforcement of Brooke County can just barge into his house and arrest him. Richard is a good guy and is just surround by ignorant children that take advantage of him. They steal his money, threaten to beat him up, and harass him constantly. So why is Richard the one behind bars? Richard deserves his freedom back. Sign this and after its all done we are sending this to the Governor of West Virginia to prove a point.
