Rick Perry's gearing up for an anti-Big Government presidential run in 2016 — by taking aim a law that makes states adopt a zero-tolerance policy toward prison rape.
The Prison Rape Elimination Act of 2003 had unanimous bipartisan support and has been law for over a decade. All it asks is that institutions that take federal money actually battle against sexual violence behind bars.
