Governing, Not Fundraising
As part of the Strengthen Democracy part of the contract I propose that we organize for a constitutional amendment that will limit the President, Senators and Members of Congress to one 6-year term, with 1/3 turn-over every 2 years.
I would include a process for recall by the people within the 6-year term.
Senators and Members of Congress would be prohibited from running for office again (e.g., Senators running for the House and visa versa) for 6 years.
This would force them to focus on governing and to make decisions on what is best for the country.
Why is this important?
Elected officials spend the majority of their time raising money for re-election. To often re-election is their primary concern when deciding how to vote. Their vote can be influenced by fear of being challenged when they run for re-election.
