Governor Murphy: Stop the Abuse of Solitary Confinement

Restrict the use of isolated confinement in New Jersey correctional facilities by signing Bill A314 into law.

Why is this important?

Isolated or Solitary Confinement is an abused and often inhumane form of punishment which confines an inmate to a cell for 22 or more hours a day with severely restricted activity, movement, and social interaction. Bill A314 creates statewide regulation which would protect vulnerable populations, such as children, the elderly, those who suffer developmental disabilities or mental illnesses, pregnant women, and the LGBT community from being placed into solitary confinement. It would also cap the duration of confinement to 15 consecutive days, after which the United Nations defines as “torture”. Lastly, it would require psychological evaluation prior to and during confinement, and provide limitations on how and why this form of punishment can be used, making it a last resort option available only in situations when lives are threatened.

It’s time for New Jersey to start treating people like human beings.
