Gun Control with Insurance

We should approach gun responsibility as we handle automobile responsibility. It would require each owner to be licensed and to take a test on gun safety every 3 to 5 years. Each gun would need pass a safety test every year (this would include test firing annually with the characteristics of the spent bullet to be maintained in a data bank). In addition, each gun owner would be required to carry liability insurance for any damage caused by that gun. In addition a form of uninsured gun coverage could be designed to cover the liability costs of unlicensed guns. The owner of a double-barrel shotgun would have substantially lower liability than the owner of a Glock. If a gun were stolen, the owner would be quick to report it as stolen in order to keep his/her liability of that gun’s use to a minimum.

Why is this important?

I have grandchildren in school. There safety is up-most in my mind. Forbidding guns never gets anywhere due to the 2nd amendment. Maybe private industry could do the job and thus gain some support from Republicans.
