Congress has an excellent opportunity to lessen scourge of gun terror, without trampling on the second amendment. Put a restriction on bullets, bullet making technology and gun powder.
Why is this important?
Restricting bullets, say 5 bullets, would not harm anything in second amendment and would provide a little bit of safety for the first responders.
