Gun Tracking and Zoning System
1. All guns have a GPS/RFID chip embedded. If you are caught with a gun lacking the chip, you go to jail and your gun is taken. An appellate system should be developed.
2. A tracking system is implemented, and "Red Zones" are outlined for sensitive areas (schools, parks, business areas, etc.) If you bring a gun into a Red Zone you are put in jail and you lose your guns.
3. A nationwide screening and mental health system is established to issue permits for qualifying individuals to carry certain types of guns in Red Zones. There is a yearly evaluation.

Local monitors/probes should be established near Red Zone borders as a second line of detection and to thwart attempts to shield the GPS signal and enhance security. The GPS/RFID should use PKI for authentication. An alert/alarm system should be established. Chips that are tampered with will send an alert. A different alert will be sent when chips malfunction. If a chip loses power it will send a "dying gasp" alert.
Almost all of the technology exists today (house arrest, cell phones, product RFID tags, NOCs, etc.) we just need to be smart and utilize it in a way that works for everyone.

Why is this important?
There has been a lot of demand for us to do "something" about guns in the United States, but I have not heard many specifics. This petition contains the initial draft of my idea to use modern day technology to deal with our gun problems.
