All gun violence perpetrated against all US citizens is a violation of state and federal civil rights. All surviving and deceased people and their families are unable to collect full compensation for the damages to be made whole. State and Federal authorities need step in to prosecute such violence as civil rights violations and fully protect and compensate such victims.
