Ban the sale of 20+round capacity clips to those who are not in the military or the police. Those who have them already need to register them; the registration would include stamping a serial number on the clip as well as paying a tax on it.
Why is this important?
Way too many people get angry, and then go out and shoot up random places. A key element in these incidents is the ability of the murderer to use high-capacity (20+ rounds) clips. If they were unable to get the clips, then fewer people would die, as the murderer would have to swap out clips more often, and under stress it is harder to swap out a clip. Hollywood makes it look easy, but there are many things that can go wrong with a clip. A lesser capacity of the clip would help ensure fewer deaths from these insane murderers.
