HOLD DOG OWNERS ACCOUNTABLE WHEN THEIR DOG ATTACKS

On April 16, 2026, my five-year-old daughter experienced a terrifying attack while playing in our own front yard. Out of nowhere, two dogs that lived a mile away invaded our space and began to attack her. I rushed to her, using my own body as a shield to protect her, and in the process, these dogs started attacking me too, intent on causing harm. What should have been a safe, uneventful Thursday evening at home turned into a nightmare.

This horrifying event highlights a critical issue in Michigan: the lack of accountability for dog owners when their pets attack innocent people. It's time to enforce regulations that hold pet owners responsible for their animals' actions, ensuring similar incidents never happen again to any child, family, or individual.

Under current Michigan law, a dog must have prior documented aggression and the owner must have knowledge of that aggression for the owner to receive an appropriate charge if their dog mauls someone. Meaning the first time a dog attacks- the owner may face no charges or a simple dog at large charge. That's it. 

In the matter of attempting to hold dog owners of dogs who maul financially accountable- in many cases if there is no house insurance- THERE IS NO ACCOUNTABILITY. 

According to data from the Centers for Disease Control and Prevention, about 4.5 million dog bites occur annually in the United States, with children being one of the most vulnerable groups. Michigan laws need to be more stringent in addressing this problem. The current legal framework offers insufficient deterrents and penalties for negligence and careless ownership that lead to attacks.

I am urging lawmakers to pass legislation that sets stricter penalties for dog owners whose pets harm others. Owners should be held appropriately criminally accountable for the damage their dogs cause to people. 

Felony level damage SHOULD BE A FELONY THE FIRST TIME.

We are proposing a tiered system taking into account damage caused and negligence. Including incarceration, mandatory euthanasia of dogs that maul and a five to ten year ban on dog ownership.
