I believe the recipents of EBT cards should have their photo on them and it should be required by law to show the card to the person accepting the card as payment. Therefore proving the purchase is valid, this would help minimize the mis-use of the card holders.
Why is this important?
I have heard of people letting other use their cards in exchange for cash.
