To prevent congress from being so divided on issues that affect people's money, and that they cannot agree long enough to make effective decisions in a timely manner. If they do not agree on a comprehensive bill within two weeks, impeach all of the senate and house members.
Why is this important?
Because the do nothing congress has lied to us as a people, twice this year, and has now again cost us money many of us just don't have, can't we just tell them goodbye? If I had managed my company this way I would be bankrupt!
