Forces the state to ban carpool and toll lanes by 2014. All lanes of every highway must be open to all.
Why is this important?
Nothing wastes more gas than carpool lanes. Anyone on a crowded freeway can see that 1000 cars crawling bumper to bumper in three lanes and one lane with hardly anyone using it is NOT an efficient way to use the lanes.
We pay more in sales tax than any other state and we are third in fuel taxes. How is it fair that the newest lanes on our most crowded freeways are being made into toll lanes? So the richest of us can skip past traffic.
