We should have learned our lesson from the last "great" Prohibition, ALCOHOL. We helped create one of the strongest and very successful criminal enterprises, the Mafia. Now they are called "Narco Terrorists" and have an underground of wealth in the hundreds of billions of dollars. How much do we spend on interdiction, prosecution and incarcerations? Hundreds of billions. Legalize it, tax it and control it thru the BATF. The distribution channels already exist whichever direction, Tobacco or Alcohol, or even a new branch.
