To help balance the budget, I think state and federal legislative pay and benefits should be adjusted to the following: State representative's compensation (salary and benefits including insurance) should be equal to their state's typical salary (income) and benefits. Federal compensation packages should be equal to an average of the 50 state's legislative compensation.
