WHEREAS, Taxpayers who are age 65 or older, and those receiving Social Security or any income from pensions, dividends or capital gains, are prohibited from using the simple two-page 1040-E Federal Tax Form, even if they do not claim any itemized deductions, and must slog through more than 100 pages of incomprehensible long form instructions or hire professional help;
WHEREAS, The states of Alabama, Arizona, California, Colorado, Connecticut, Illinois, Louisiana, Maine, Missouri, Montana, New Jersey, North Carolina, Ohio, Oklahoma, and Wisconsin allow seniors with income from Social Security, pensions, interest, dividends, and capital gains to use a short tax form when filing state income taxes, and in California this form can be filled out in 15 minutes by most taxpayers while following only 6 pages of instructions;
WHEREAS, The states of Alabama, California, Missouri, Montana and Oklahoma distribute free software on their Web sites for these simple state income tax forms, which can be used on any computer, automatically perform all mathematical functions, and compute the taxes due the state or the rebate due the taxpayer;
RESOLVED, That the undersigned urge the United States Congress to follow the lead of 15 states and revise the 1040-E Tax Form to provide older Americans a simple two-page, easy-to-use tax form, which can be completed in either paper form or as a free tax program that can run on any computer.
