Why is this important?
We need to hold someone accountable. The system failed these dogs. This man was on probation and although he had a plea agreement, nobody ever checked up on him. There is a 3-dog maximum in Smithfield, so why was it allowed for him to get all 25-30 dogs back last year without provisions?
