Limit the Filibuster

Whereas the filibuster has become a barrier to the Senate getting it's work done in a democratic manner, we hereby demand that the Senate take whatever steps are necessary to permanently change the rules, to limit the use of the filibuster to three instances, by each party, in any session of the Congress.

Why is this important?

What was once a useful tool to prevent the majority from riding roughshod over the minority, in the Senate, has become a tool for preventing any work from being done and keeps the majority from meeting the needs of its constituents. It's time for the filibuster to change. If each party were limited to three filibusters, in each session of Congress, they would be used very cautiously and only for the most critical of reasons.
