Limited tenure in Legislature

No member of legislative duty shall have more than 12 years in office, regardless of continuity.

Why is this important?

The Founding Fathers of this country did not intend for elected representatives to be lifers in congress. We need a grass roots referendum that ALL elected officials, no matter what branch of the legislative community they serve, be allowed MORE than 12 years in their seat (that's two House of Representative terms and 3 Senatorial terms).
