Make All Vets and Shelters Scan for Chips!!

REQUIRE that each and every vet and shelter scan ALL animals that come in for a microchip, and EVERY time they come in to prove it is the same pet and that it doesn't belong to someone else so no one can steal a pet and turn it in saying it's theirs, and no one can bring in a stolen pet to the vet and claim it's theirs. Someone hoarding animals also can't bring in several different animals and try to pass them off at the vets as the same one. If someone had the pet microchipped, it would show up and then the pet could be returned home instead of being euthanized, given back to the person who stole it, or wrongfully 're-homed' when their family is wondering where their beloved pet is. People go through a great deal of effort for their pets to get them microchipped and registered, the law should recognize and enforce the return of people's pets to their rightful owners and help out in finding their homes a little more. Make shelters and vets responsible to be sure that the animal they are handling or treating is not a stolen or lost pet. It shouldn't be hit and miss, where pets go under the scope. Every animal should be checked for one, every visit.

Why is this important?

Thousands of pet cats and dogs have been euthanized in shelters every year because they could not locate the owner. Right now it is encouraged that shelters and vets scan pets that come in, but often it is only the first vet visit IF the person bringing it in admits it was found as a stray, and is still technically 'optional'.

It takes seconds to scan for a microchip and would make a world of difference for pets and their families. It's not asking for a lot.
