Make Corporations Earn their Tax Breaks

Many large companies have taken money from the government in the form of tax breaks and bailouts and have then used that money to give huge salaries to their management, to pay dividends to their investors and to create jobs overseas. The government should make them sign a contract obligating them to actually create American jobs. As in the case of anyone else who signs a contract and does not perform, they should be required to return the money and certainly not be given any more.

Why is this important?

Corporations claim they deserve tax breaks because they create jobs. Make them sign a contract to do so and if they don't deliver, make them return the money.
