Advocate a constitutional amendment to require the membership in Congress and state legislative bodies to be divided among political parties in a manner such that the membership is proportional to the overall nation-wide or state-wide cumulative vote for that body.
Why is this important?
Congress and many state legislative bodies (House and Senate) are not representative of the voting public as a result of gerrymandering and our system of winner-take-all elections. Consequently, parties that receive less than a majority of the cumulative state-wide vote in elections for representatives end up holding a majority of the seats in the resultant body.
