Make Fines Affordable

All Traffic Fines should not exceed $50 so the average American can afford to pay them, especially in the case of a seat belt law violation - the only exception in the case of speeding tickets is when speed exceeds 20 miles per hour over posted limit and then add $5 per mile over 20 in excess of limit.

Why is this important?

Back in 1989 I received a ticket for not wearing a seat belt and paid a fine of $37 Dollars and I have worn one ever since. It didn't take a fine over $100 dollars to make me comply. A simple speeding ticket of over 10 miles per hour will cost about $200 and affect insurance premiums and that can mean no food or gas for the average american or jail time and family injury for a simple traffic infraction????????
