Certain corporations, such as General Electric are famous for using loopholes to dodge taxes. Because this takes money away from the government, it should be factored into any bid. For example- if GE pays 5% taxes and Lockheed pays 10% taxes, and they are competing for the same project, then GE's projected cost should be adjusted upwards by 5%. This bill would introduce the concept that both what we pay contractors, and what they pay back, matters.
