Make State Tests for handicapped children fair.

Test handicapped students at their functioning level. Use Individual Educational Plans and individual testing to inform "Annual Yearly Progress" requirements.

Why is this important?

In order to qualify for services as a "handicapped student", most students must be functioning a miinimum of two years behind their expected grade level. Currently students must take State Tests on their expected grade level instead of at their functioning level. This is setting our most vulnerable students up for failure, as well as skewing the annual yearly progress made by our students. Students with handicapping conditions should not be assessed in such an unfair way.
