Mandate covered loads on all vehicles
Mandate that all loads carried on vehicles in CA are covered or secured to prevent loss of items onto the roadway. Require that net or tarp like covers be used for any load carrying vehicle, or items be individually secured using straps or chains. This will reduce or eliminate accidents caused by items falling from vehicles and need for authorities to clean up any debris resulting from fallen items.
Why is this important?
Too many times I see debris (or hear of it on the radio) on the freeways of California and many times accidents are the result. As I understand it, the current California law only holds a driver responsible for items dropped from their vehicle if the items cause an accident and this can be proven. It would be so much more sensible to have a law mandating all loads be secured or covered to prevent such incidents from happening.
