The US House and Senate should spend their time only on issues in which both houses are likely to agree and in which the bill is likely to pass. Stop the partisan "statements".
Why is this important?
The House of Representatives initiates bills to make a statement that the Senate will not pass, wasting everyone's time and money. Why not concentrate only on issues in which there is likely agreement and likely passage. These "partisan statements" are a waste of time and taxpayer money, are useless, and a dereliction of responsibility.
