The guidelines for classifying must be simplified and available to family and neighbors by the medical and legal system. Allowing these patients to roam the streets and kill innocent students, theater goers, etc is unexceptable in a civilized society.
Yes, the government will have to pay for this but they are already paying for these disasters - after they occur.
