Modify utility bill customer charge to be based on energy used

"Change the utility billing process to calculate customer charge as a rate proportional per kilowatt-hour or per therm consumed to recover the utilities cost of service for residential service. The current customer charge is a fixed amount not affected by the actual amount of electricity or gas consumed, This will encourage conservation and permit the utilities to recover just and fair return for their service. while not burdening those who conserve."

Why is this important?

I use a very small amount of energy per month of electricity and gas, however the minimum “customer charge" is often at or more than half of the bill. This regressive charge penalizes those who save energy. This charge should be modified to be based on the amount of energy used, proportionately placing the burden on those who use more energy.
