Mr. President, Please help

People are dying because our laws allow someone to abuse drugs/ alcohol without an mandatory rehab intervention. I want to see a law passed that will require a person who has 3 documented hospital/ jail visits related to alcohol and or drug abuse to complete a 28 day rehab program. My Mother just passed away after being in ICU 5 times, where alcohol abuse was brought to their attention, since Oct 2011, I was told by a case manager that my Mom had the right to drink her self to death! Well she did just that, and I pleaded and pleaded with these hospitals to help her but each time she was able to walk out. Doctors said that she was of sound mind and was able to make her own decisions. I agree, but you cant be of sound mind drinking your self to death. She died 3/13/2012.
