The President should exercise leadership and constitutional authority to force congress back into session and pass a farm bill before the drought destroys the base of our economy.
Why is this important?
Congress adjourned without the House picking up or acting on the Senate Farm Bill, in the face of the worst heat and drought of U.S. History. Constitutionally (Article II, Section 3) to call Congress back into session and not let them adjourn "on exceptional occasions." The House should meet and pass a bill at this time of crisis, and an agreed final bill passed and signed.
