Each Congress-person shall be responsible for knowing content and subject of proposed bill. All bills will be passed when an majority of Congressional members are present. No other bills cannot/will not be attached to bill that be voted on.
Why is this important?
Forcing Congressional members to read EACH new proposed bill that goes before House and Senate. Stopping "add-on" bills that are attached to other bills that are not related and in the early hours when no-one is there to oppose the new bill.
