New gun registration and inspection laws

Do you know, in Pennsylvania (and likely we are not alone), it is actually illegal for any government or police agency to keep a registry of firearms per 18 Pa.C.S. ยง 6111.4 (Registration of firearms)?

Why can there not be a yearly registration and inspection process for gun ownership as there is for motor vehicles? Would it be wrong for licensed gun owners to produce their weapons yearly for proof that they are still in possession of the guns that are registered in their names? Could this yearly inspection also include an updated criminal and psychological background check? Would it be wrong to impose very stiff financial penalties to owners of a gun that can not be produced? And, if the gun can no longer be accounted for, can there be a requirement for the immediate recall of all other weapons issued to that owner and a loss of license.....leading to a warrant for arrest if this protocol is not followed? Might this help promote the secure storage of guns?

None of this runs counter to 2nd amendment rights. None of this takes away the legal right to gun ownership. It only requires responsible ownership and accountability. Along with the need to put an immediate end to 40% of guns being sold without a background check, could we not do SOMETHING like this yearly inspection/registration process in order to put even a DENT in the number of guns that are making it into the hands of those who are not the registered owners? Could we save even one life?
